The image was extremely grainy, so I converted it to grayscale then colorized to a bluish color, to increase the impression that it was taken at night (which it was). I manually vignetted it with the GIMP, which, annoyingly, has no built in vignetting. You have to create a layer, fill the layer with black, select a region, feather the region, then delete the region.
