Usually in Winnipeg, people refer to "electricity" as "hydro" because all of it comes from hydroelectric dams up north. The bright body is a crescent moon. Apparently the moon was in some astronomically significant conjunction around that time. This image also needed the GIMPs Selective Gaussian Blur. (It still looks bad, but it was worse before.)
